CoR, SWMS and the missing middle: contractor governance for renewables.

The compliance gap between major-contractor processes and subcontractor delivery — and how to close it.

The missing middle

Renewable programs inherit Tier 1 WHS systems and then subcontract packages to businesses that were never resourced to run them. The gap shows up as unsigned SWMS, incomplete VOC records and haulage that cannot evidence Chain of Responsibility.

Mad Emu treats CoR, NHVR, SWMS and maintenance documentation as delivery work, not a close-out scramble. Heavy infrastructure and renewables banners share the same compliance pack.

What we put in the mobilisation pack

Insurance certificates, SWMS for the actual task, lift studies where plant is involved, and supplier-portal artefacts already named for the head contractor. Project controls then keep a weekly safety, cost and IPP cadence until handover.

If you are an asset owner, ask your delivery partner to show last month's pack — not the template. That is the test.
